1. About the Federation: An Independent Voice
The Indian Railway Catering Tourism Contract Workers Federation (IRCTCWF) is an independent, legally registered trade union (Regd. No: 02/Addl.RTU/CD/22). Unlike many traditional unions, IRCTCWF operates as an autonomous body dedicated exclusively to the welfare of contract workers within the railway sector.
Established on December 8, 2025, under the Indian Trade Union Act, 1926, IRCTCWF was founded on the principle of self-reliance and grassroots representation. We represent the collective strength of workers across India, serving as the primary, direct link between ground-level contract staff and the railway administration.
2. The IRCTCWF Mission: “Strength in Unity”
Our mission is to ensure that every contract worker in the railway sector lives a life of dignity, security, and fairness through independent advocacy. We operate on three core objectives:
I. Legal & Statutory Protection
To ensure that all vendors and contractors strictly comply with labor laws. Our goal is to move workers from the “informal” shadow into a “recognized” legal framework where their rights to minimum wage, ESI, and EPF are protected by the federation’s legal standing.
II. Direct Administrative Representation
To serve as the official, independent channel of communication between contract employees and the IRCTC/Railway Board. We ensure that worker grievances regarding uniforms, payment delays, and working conditions are heard without any external political or organizational interference.
III. Social & Professional Elevation
To provide more than just a job. We advocate for social security—including railway school access for children and medical facilities—ensuring the federation provides a comprehensive safety net for the worker’s entire family.
3. Official Charter of Demands (15 Points)
The IRCTCWF independently stands by the following demands to the Railway and IRCTC administration:
- Comprehensive Social Security: Issuance of ID Cards, Labor Cards, Ayushman Cards, ESI, and EPF. Provision of railway passes for commuting and access to Railway Schools for children.
- Digital Wage Transparency: Mandatory bank transfer of wages with detailed salary slips and transparent work allocation.
- Minimum Wage Compliance: Strict adherence to government-prescribed minimum wages for all categories.
- Standardized Work Hours: 8-hour workdays with mandatory overtime pay for any additional hours worked.
- Health & Hygiene: Weekly rest days and standardized canteen facilities for all staff.
- Legal Accountability: Full discharge of economic and social responsibilities by contractors as per law.
- Government Linkage: Mandatory registration with State Labor Departments for access to welfare schemes.
- Uniform Provision: Providing high-quality uniforms at no or minimal cost to the worker.
- Gender Equality: Equal pay for female workers and guaranteed maternity leave.
- Infrastructure Access: Lock-room and storage facilities at terminal stations for worker belongings.
- Emergency Medical Support: Immediate access to Railway Hospitals in case of on-duty accidents and medical insurance for all.
- Accident Rehabilitation: Fair compensation for accident victims and employment consideration for a family member in case of tragedy.
- Universal Insurance: Comprehensive insurance coverage for every registered contract worker.
- Harassment-Free Workplace: Protection against administrative victimization or harassment.
- Dignified Commute: Recognition of Federation/Work ID cards to prevent security-related harassment during travel.
