As the General Secretary of IRCTCWF, Dr. M. Raghavaiah brings a legacy of unwavering commitment to labor rights and institutional reform. His philosophy is simple: The strength of the Indian Railways lies not in its tracks or engines, but in the hands of the workers who serve.
In his leadership role, Dr. Raghavaiah emphasizes that contract workers are the frontline ambassadors of Indian hospitality. However, “contractual” must never mean “casual” when it comes to human rights. His mission for IRCTCWF is to bridge the systemic gap between the high-level policy of the Railway Board and the daily realities of the catering and tourism staff. By institutionalizing fair play and legal accountability, Dr. Raghavaiah is steering the federation toward a future where every worker is treated with the dignity of a permanent stakeholder.
2. About the Federation: An Independent Voice
The Indian Railway Catering Tourism Contract Workers Federation (IRCTCWF) is an independent, legally registered trade union (Regd. No: 02/Addl.RTU/CD/22). Unlike many traditional unions, IRCTCWF operates as an autonomous body dedicated exclusively to the welfare of contract workers within the railway sector.
Established on December 8, 2025, under the Indian Trade Union Act, 1926, IRCTCWF was founded on the principle of self-reliance and grassroots representation. We represent the collective strength of workers across India, serving as the primary, direct link between ground-level contract staff and the railway administration.
3. The IRCTCWF Mission: “Strength in Unity”
Our mission is to ensure that every contract worker in the railway sector lives a life of dignity, security, and fairness through independent advocacy. We operate on three core objectives:
I. Legal & Statutory Protection
To ensure that all vendors and contractors strictly comply with labor laws. Our goal is to move workers from the “informal” shadow into a “recognized” legal framework where their rights to minimum wage, ESI, and EPF are protected by the federation’s legal standing. Under Dr. Raghavaiah’s supervision, we actively audit the implementation of these statutes to ensure they are not just on paper, but in the pockets of the workers.
II. Direct Administrative Representation
To serve as the official, independent channel of communication between contract employees and the IRCTC/Railway Board. We ensure that worker grievances regarding uniforms, payment delays, and working conditions are heard without any external political or organizational interference. We believe in “Social Dialogue”—a process where workers and management sit as equals to solve problems.
III. Social & Professional Elevation
To provide more than just a job. We advocate for social security—including railway school access for children and medical facilities—ensuring the federation provides a comprehensive safety net for the worker’s entire family. We believe that when a worker is worry-free about their family’s health and education, their efficiency and dedication to the Nation increase twofold.
4. Official Charter of Demands (The 15-Point Blueprint)
The IRCTCWF, led by General Secretary Dr. M. Raghavaiah, independently stands by the following demands to the Railway and IRCTC administration. These are the pillars of our “1000-day Transformation Plan”:
- Comprehensive Social Security: Issuance of ID Cards, Labor Cards, Ayushman Cards, ESI, and EPF. We demand that every worker be recognized as an “Essential Service Provider,” granting them railway passes for commuting and access to Railway Schools for their children.
- Digital Wage Transparency: No more cash payments or “under-the-table” deductions. We demand mandatory bank transfer of wages with detailed salary slips and transparent work allocation.
- Minimum Wage Compliance: Strict adherence to government-prescribed minimum wages for all categories, adjusted periodically for inflation.
- Standardized Work Hours: 8-hour workdays. The culture of 12-hour shifts must end. Any additional hour must be compensated with double-rate overtime pay.
- Health & Hygiene: Every human needs rest. We demand mandatory weekly rest days and the provision of clean, subsidized canteen facilities for all staff.
- Legal Accountability: Contractors must be held liable for the social responsibilities of their staff. IRCTCWF will act as a watchdog to ensure laws are not bypassed.
- Government Linkage: We facilitate the mandatory registration of workers with State Labor Departments to unlock government welfare schemes like insurance and housing subsidies.
- Uniform & Gear: Workers should not have to pay for their professional identity. High-quality uniforms and safety gear must be provided free of charge.
- Gender Equality & Protection: We demand “Equal Pay for Equal Work” and the strict implementation of maternity leave and workplace safety for our female colleagues.
- Infrastructure Access: Human dignity requires basic facilities. We demand lock-rooms and storage units at terminal stations for workers to keep their belongings safely.
- Emergency Medical Support: Immediate access to Railway Hospitals for on-duty injuries. No worker should be turned away during a medical emergency.
- Accident Rehabilitation: Comprehensive compensation packages for accident victims and “Compassionate Appointment” considerations for family members in case of fatalities.
- Universal Insurance: A blanket insurance cover for every registered contract worker against disability and natural death.
- Harassment-Free Workplace: A zero-tolerance policy toward administrative victimization, bullying, or exploitation by supervisors and contractors.
- Dignified Commute: Federation ID cards must be respected by security agencies (RPF/GRP) to ensure workers can reach their duty points without harassment.
